Property tax tips

from Board of Equalization’s Taxpayers’ Rights Advocate Office

Many real estate consumers may not be aware of the various exclusions from

change in ownership reassessments currently available to their clients.  For example, Section 63.1 of the Revenue and Taxation Code allows transfers between parents and their children to be excluded from reassessment. The end result is the new owners, whether parent or child, enjoy the prior person’s property tax base. The advantage to your client is that they would pay substantially less property taxes.Proposition 193, effective in March 1996, extended this benefit to the grandparent to grandchild transfers where the parents are no longer alive. Both these transfers (parent to child and grandparent to grandchild) have some limitations and require anapplication to be filed in the county where the property is located.

Real property in California is typically assessed at market value as of the date itchanges ownership or is newly constructed. Generally when the property changes ownership and is reassessed, the assessed values go up, thus property taxes increase also. This increase can be reduced dramatically by retaining the tax base from the parents (or grandparents). If you have a client that might qualify for one of these exclusions, we urge you to discuss it with the county assessor.

The Taxpayers’ Rights Advocate Offi ce of the Board of Equalization can also direct you to other resources on this or any other property tax issue. In addition, if you arehaving diffi culty getting an issue resolved through normal channels, the Advocate’soffi ce stands ready to help. The Advocate’s offi ce works closely with all 58 counties (as well as the Internal Revenue Service and Franchise Tax Board) and is able to assist both taxpayers and assessors resolve problems that occur prior to, during or after the assessment process. Sales update at The Infinity Tower

In a recent stop by the Infinity sales office this weekend to check up on their inventory and sales pace, the sales office was buzzing with activity.  The inventory has been shrinking steadily since my last visit a few weeks ago.  However, there are several nice one bedroom homes remaining from around 692k to 790k.

 There are two bedrooms available from the low 9’s up to 1.9M and also a few 3 bedrooms to choose from.  The Infinitiy Tower 2 is already soaring into the sky as the construction crew is making quick progress.  Closings for Tower 1 at Infinity should start in February.

Rincon Hill Real Estate News

Rincon Hill is an exciting area adjacent to the heart of downtown San Francisco.  It is experiencing the growth of some phenomenal residential new buildings including One Rincon Hill, the tallest residential tower west of the Mississippi right at the foot of the Bay Bridge.  A few others include Millennium Tower, which will soon rise taller than One Rincon, The Infinity Towers, The Turnberry Towers at 45 Lansing, The Californian on Rincon Hill, the Metropolitan (”The Met”) and several others.
